1. It was agreed (vide 16 and 17) that the Report of the Hong Kong University Advisory Committee, 1946, should not be published. Mr. Cox (vide his minute of 18/2), who was Chairman of the Committee, and the Foreign Office (vide 20) concurred in this decision. The Treasury have had no comments on it - clearly it suited them (vide para. 2 of my minute of 10/3). Mr. Rees-Williams approved the decision.
